  • 1. Radio Paging (Captive) License· Application in prescribed Performa downloaded from www.wpc.dot.gov.in

    • The area of operation should be in the jurisdiction of respective RLO.
    • Print-out of online application.
    • After fulfillment of above conditions, WPC issues the Decision letter. Then the license is issued to the applicant after fulfillment of following.
    • Copy of decision letter.
    • Payment of License fee and royalty (if applicable).
    • In-voice of equipment.
    • Copy of SACFA clearance, if required for hub station.
  • 2. Maritime Mobile Station License· Filled application in prescribed Performa downloaded from www.wpc.dot.gov.in

    • Copy of Ship Registration from Mercantile Marine department, DG shipping issuing name, call sign, official number to the vessel (incase of STP) or copy of certificate of Indian registry (in case of Regular license).
    • Certification of Inspection from authorized/licensed personal in the format by DPL holder or SRU certifying by DG Shipping who has installed the equipment.
    • SBI demand draft of Rs.5000/- per vessel/ship.
    • Print-out of online application filed under “Maritime Mobile Station License” license type STP is issued in case of the information furnished by the ship owner is incomplete.

    Transfer of ownership· Filled application in prescribed Performs downloaded from www.wpc.dot.gov.in

    • Copy of Registration certificate from DG shipping .
    • Certification of Inspection from authorized/licensed personal in the format by DPL holder or SRU certifying by DG Shipping who has installed the equipment.
    • SBI demand draft of Rs.5000/- per vessel.
    • This earlier license should be valid on the date of transfer.
    • Original and Certified True Copy (CTC) of the earlier license should be surrendered.
  • 3. Aeronautical Mobile Station License· The application for this license should be forwarded by DGCA.

    • Filled application in prescribed Performa downloaded from www.wpc.dot.gov.in
    • Registration certificate of aircraft from DGCA.
    • Certification of Inspection from Aircraft Maintenance Engineer (AME) along with his license number with date and place of Inspection.
    • SBI demand draft of Rs.5000/- per aircraft.
    • Print-out of online application filed under “Aero Mobile Station License” license type.

    Short Term Permit (STP) is issued for 3 months in case of the information furnished by the applicant is incomplete.

    • Transfer of ownership
    • Filled application in prescribed Performa downloaded from www.wpc.dot.gov.in
    • DGCA Registration certificate of aircraft.
    • Certification of Inspection from Aircraft Maintenance Engineer (AME) along with his license number with date and place of Inspection.
    • SBI demand draft of Rs.5000/- per aircraft.
    • The details of the license issued in the name of earlier owners.
    • This earlier license should be valid on the date of transfer.
    • Original and Certified True Copy (CTC) of the earlier license should be surrendered.
  • 4. Import License Import by Licensed Users

    • Duly filled application form downloaded from www.wpc.dot.gov.in
    • Print-out of online application filed for import license
    • Copy of Signed Purchase order from the end user holding Decision Letter/frequency earmarking letter.
    • Copy of signed Invoice from the supplier to the end user
    • Copy of decision letter/frequency earmarking letter issued by WPC
    • Technical literature/specification of the equipment regarding the band of frequency, power etc should be furnished and should match with decision letter.
    • High sea sales Agreement between service provider and Indian subsidiary incase purchase through high sea sales
    • SBI Demand Draft of Rs.500/- per application
    • Separate application should be made per port of import
    • Details of equipment imported earlier during last one year along with along with utilization.
    • Security clearance for the purchase orders issued after 3rd December 2009 incase of service providers
    • In case of import of GSM/CDMA wireless equipment, Equipment Type Approval issued by WPC or necessary documents confirming the equipment to ITU/TEC/3GPP/3GPP-2/ETSI/IETF/ANSI/EIA/TIA/IS etc. needs to be submitted

    Import by DPL holders

    • Duly filled application form downloaded from www.wpc.dot.gov.in
    • Print-out of online application filed for import license
    • Copy of Signed Purchase order from the end user holding Decision Letter/frequency earmarking letter to DPL holder
    • Copy of Signed Purchase order from DPL holder to foreign supplier
    • Copy of signed Invoice from the supplier to the DPL holder
    • Copy of decision letter/frequency earmarking letter issued by WPC to the end user
    • Technical literature/specification of the equipment regarding the band of frequency, power etc should be furnished and should match with decision letter issued by WPC.
    • SBI Demand Draft of Rs.500/- per application
    • Separate application should be made per port of import
    • Details of equipment imported earlier during last one year along with along with utilization
    • Copy of valid Dealer Possession License
    • The equipment proposed for import should be in the list of equipment in the DPL.

    Import of De-licensed band equipment

    • Duly filled application form downloaded from www.wpc.dot.gov.in
    • Printout of online application filed for import license
    • Copy of Signed Purchase order from the applicant to foreign supplier
    • Copy of signed Invoice from the supplier to the applicant
    • Technical literature/specification of the equipment regarding the band of frequency, power etc should be furnished and should match with decision letter
    • Copy of ETA of the wireless equipment proposed for import, which are operating 2.4GHz/5GHz bands
  • 5. Short Range UHF hand held Radio LicenseCheck list for issue of decision letter

    • Duly filled application form and signed by authorized signatory along with properly filled and signed annexure-A and annexure-B downloaded from www.wpc.dot.gov.in
    • One application for each location
    • Assignment on all-India basis not to be considered
    • Assignments are to be considered only city specific or area-specific usage
    • No fixed station is permitted
    • In case the application is for additional stations, the original license should be valid
    • Print-out of online application filed under “Short Range UHF Hand Held Radio” license type

    After fulfillment of above conditions, WPC issues the Decision letter. Then the license is issued to the applicant after fulfillment of following

    • Payment of License fee and royalty
    • Copy of decision letter
    • In-voice of equipment from authorized DPL holder whose DPL is valid as on date
    • The purchased equipment should be in compliance with technical parameters given in the decision letter
  • 6. Experimental LicenseFor general case:

    • Complete filled Performa application downloaded from www.wpc.dot.gov.in
    • Brief description of the experimentation/testing with setup diagram
    • Technical literature/specification of the equipment used in the experiment
    • Print-out of online application filed under “experimental radiating” incase radiating case otherwise “experimental non-radiating”
    • Application containing the above in quadruplicate with Complete filled Annexure-A & B in all respects
    • The applicant should hold a valid DPL/NDPL otherwise has to apply for the same.

    For the case of Service, maintenance:

    • Complete filled Performa application downloaded from www.wpc.dot.gov.in
    • Technical literature/specification of the equipment being used in the servicing
    • Print-out of online application filed under “experimental non-radiating”
    • Application containing the above in quadruplicate with Complete filled Annexure-A & B in all respects
    • The applicant should hold a valid DPL/NDPL otherwise has to apply for the same.

    After fulfillment of above conditions, WPC issues the Decision letter. Then the license is issued to the applicant after fulfillment of following

    • Payment of License fee and royalty (if applicable)
    • Copy of AIP/decision letter
    • In-voice of equipment
    • Copy of SACFA clearance wherever it is applicable
  • 8. Equipment Type Approval· Complete filled Performa application downloaded from www.wpc.dot.gov.in

    • Technical literature/specification of the equipment.
    • Print-out of online application filed under “Equipment Type Approval”.
    • Application should be signed by the authorized signatory
    • Radio test reports for all the frequency bands of the equipment for which ETA sought from accredited labs.
    • Certificate copy of the accredited test lab
    • Declaration from the manufacturer claiming that the equipment will not operate in any other frequency other than the ETA is sought for.
  • 7. Demonstration License· Application for the demonstration wireless license downloaded from www.wpc.dot.gov.in

    • Brief description/write-up of the activity to be undertaken along with date and place of demonstration along with set up diagram.
    • Technical literature/specification of the equipment being used in the demonstration.
    • Print-out of online application filed under “demonstration”
    • Application containing the above in quadruplicate with Complete filled Annexure-A & B in all respects
    • The applicant should hold DPL/NDPL, if not; he has to apply for the same.

    After fulfillment of above conditions, WPC issues the Decision letter. Then the license is issued to the applicant after fulfillment of following

    • Payment of License fee and royalty (if applicable).
    • Copy of AIP/decision letter
    • In-voice of equipment/ particulars of the equipment used in the demonstration.
